The PARENT Act of 2024 authorizes federal demonstration grants to states and tribal organizations to support meaningful relationships between foster children and their incarcerated parents. Grants will fund programs that facilitate regular communication and in-person visits, revise child welfare and correctional facility policies to enable contact, provide case management and legal assistance, and offer training for staff involved in these programs. The bill requires grantees to facilitate weekly communication and at least nine days of annual in-person visitation, with the federal government covering up to 75 percent of program costs while states must contribute 25 percent. The legislation authorizes up to $35 million per year for fiscal years 2026 through 2029 and requires the Secretary of Health and Human Services to evaluate program outcomes and submit reports to Congress three years and six years after the law's enactment.
