The U.S.-European Nuclear Energy Cooperation Act of 2024 directs the Secretary of State to develop a comprehensive strategy for strengthening nuclear energy cooperation between the United States and Europe while countering Russian influence in the European nuclear sector. The strategy must assess how different reactor types and fuel cycles could reduce Russian dominance in Europe's nuclear market by 2050, evaluate current U.S. and Russian involvement in European nuclear programs, and outline diplomatic efforts to counter Russian and Chinese influence in the industry. The bill authorizes $30 million annually from 2025 through 2029 to support nuclear capacity building, early-stage project development, and efforts to counter Russian disinformation in Europe. The Secretary of State must submit this comprehensive strategy to Congress within 120 days of the bill's enactment, and it can include classified information in a separate annex. This legislation responds to Russia's invasion of Ukraine and Moscow's use of nuclear technology and fuel services as tools to extend geopolitical influence across Europe.
