The restrictions include several exceptions, such as gifts from relatives, other judges, honorary degrees from educational institutions, and reimbursements for attending legal seminars up to $2,000 without special approval. The bill gives the Judicial Conference authority to investigate violations and refer them to the Attorney General, who can pursue civil or criminal penalties for knowing and willful violations. The Supreme Court and Judicial Conference would have 180 days after enactment to develop regulations implementing the new rules.
