The Safeguarding Our Supply Chains Act directs the Department of Homeland Security to establish a Supply Chain Crime Coordination Center to collect and analyze data on supply chain fraud and theft, and to identify regions and transportation systems experiencing high volumes of organized crime. The bill also requires the creation of a federal Supply Chain Fraud and Theft Task Force within 120 days, led by Homeland Security Investigations and the FBI, bringing together agents from multiple federal agencies along with state, local, tribal, and foreign law enforcement to disrupt organized theft rings targeting railroads, trucking, and intermodal shipping systems. The Task Force will focus on sharing intelligence, tracking crime trends, and coordinating enforcement operations in areas identified as having significant supply chain crime problems. The legislation authorizes $100 million in funding for fiscal years 2025 through 2029 to support the Task Force's operations and to help state and local agencies participate in the initiative. The Secretary of Homeland Security must report to Congress within 180 days of establishing the Task Force and annually thereafter for five years on its effectiveness in dismantling organized theft organizations.
