The Securing Elections From AI Deception Act would prohibit developers and users of artificial intelligence from intentionally using AI to deprive voters of their voting rights or defraud them in elections. The law targets deceptive AI uses such as spreading false information about voting times, locations, eligibility requirements, or candidate endorsements, as well as using AI to intimidate or threaten voters and election workers. The bill affects technology companies and other organizations that develop or deploy AI systems, and violators could face fines and up to one year in prison. The legislation also requires disclaimers on AI-generated election-related content, such as deepfake videos of candidates, with the Federal Trade Commission given authority to create detailed rules and enforce the law within two years of enactment. Additionally, the bill establishes a "duty of care" requiring developers and deployers of AI systems to take reasonable steps to prevent harms and ensure their systems function safely and effectively.
