The Law Enforcement Scenario-Based Training for Safety and De-Escalation Act of 2024 directs the Attorney General to develop a comprehensive training curriculum for police officers within one year of the bill's enactment. The curriculum would cover critical topics including de-escalation techniques, officer safety and resilience, crisis intervention, use of force decisions, and community-police relations, developed in consultation with law enforcement associations, community organizations, and national security agencies. Beginning one year after enactment, the Department of Justice would grant funding to states, local governments, tribal nations, and other entities to implement this scenario-based training using live-action simulations and role-playing exercises. Grant recipients must report on the training's benefits and barriers, and the Attorney General must submit annual reports to Congress on participation rates and program recommendations. The bill requires no new appropriations, directing the Attorney General to use existing unobligated Department of Justice funds to carry out the program.
