The Texture Positive Act of 2024 directs the Secretary of Labor to award grants to states to fund training programs in cosmetology schools on how to care for and style textured hair, including shampooing, deep conditioning, braiding, twisting, and styling techniques. States that receive these grants will distribute subgrants to eligible minority- or women-owned businesses and organizations with at least five years of experience in textured hair education. These eligible entities will use the funds to develop curriculum, hire and train instructors, and provide both in-person and digital training to cosmetology students on textured hair care. Grants to states will last four years and can be renewed, while subgrants to individual organizations will last six months with renewal options based on performance. The bill requires recipients to submit detailed reports on how funds were used, the number of instructors trained, and the number of students educated in textured hair techniques.
