The Simplifying Forms for Veterans Claims Act directs the Secretary of Veterans Affairs to hire an independent research organization to review and assess the forms that VA sends to veterans applying for benefits. Within 30 days of the law taking effect, the VA must contract with this federally funded research center to evaluate whether the forms are clear and well-organized, consulting with veterans service organizations and veterans advocates during the review. The research organization must submit its written assessment with recommendations for improvement within 90 days, and the VA must then report those findings to Congress and implement the recommendations that comply with existing veterans law. The VA has up to two years from when it begins implementing the recommendations to complete all the requested changes. This bill aims to make the VA benefits application process simpler and more accessible for veterans by streamlining the paperwork involved in filing claims.
