Referred to the Committee on Oversight and Accountability, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill authorizes the U.S. Postal Service to create and sell a special semipostal stamp featuring the Ko'ko' bird, an endangered species native to Guam. All profits from stamp sales would be sent to Guam's Department of Agriculture, Division of Aquatic and Wildlife Resources, to fund native bird rehabilitation and breeding programs as well as efforts to control the invasive brown tree snake population. The stamps must be available for purchase for at least four years, with sales beginning no later than 12 months after the bill becomes law. The bill specifies that revenue from the stamp sales cannot be used to reduce other federal funding to the Postal Service or to Guam's wildlife programs. This legislation creates a voluntary fundraising mechanism where people who want to support Guam's wildlife conservation can do so by purchasing these stamps for their mail.
