The MIRACLE Act of 2024 directs the Department of Health and Human Services to study neonatal abstinence syndrome, a condition affecting infants born to mothers who used opioids during pregnancy. The study must examine how common the condition is and what health outcomes infants and mothers experience at pediatric transitional care facilities that treat newborns with this condition. The legislation also requires researchers to identify what barriers exist to collecting reliable data on neonatal abstinence syndrome among Medicaid beneficiaries and to document what services and supports are currently available to affected infants under state Medicaid programs. The Secretary of Health and Human Services must submit a report to Congress within three years of the bill's enactment and then make the findings publicly available online.
