The PAID Act of 2024 requires the Secretary of Commerce to identify and publicly report on foreign entities from adversarial nations that use American intellectual property without permission. Specifically, the bill targets companies and individuals from China, Russia, Cuba, North Korea, Iran, and Venezuela that manufacture products using patented U.S. inventions or trade secrets related to critical emerging technologies without a license, or that obtained such technology through theft, bribery, espionage, or other improper means. American companies that own patents or trade secrets can petition a government committee to investigate suspected violations, and the committee must respond within 90 days. Foreign entities can be removed from the public list if they stop the unauthorized use, reach a licensing agreement with the U.S. owner, or enter into binding arbitration. The bill does not establish new funding or spending, but rather creates a transparency mechanism within existing export control procedures to help protect American technological innovation.
