This bill requires federal agencies that administer benefits programs to provide all their public documents and communications in accessible formats for blind and visually impaired people. Agencies must offer materials in at least one of four alternative formats: Braille, large print, audio, or accessible digital files like tagged PDFs. The legislation applies to agencies handling retirement benefits, welfare, health programs, disability services, housing assistance, education, food assistance, unemployment benefits, and similar federally funded programs. These accessible versions must be distributed through mail or secure electronic systems at the same time as standard communications. The bill also protects agencies from liability under disability law when they comply with these accessibility requirements.
