This bill establishes a grant program through the Federal Emergency Management Agency that provides federal funding to southwestern border states for constructing, maintaining, repairing, or improving physical border barriers. States located along the southwest border that lack barrier systems or have barriers needing maintenance can apply for these block grants, and must submit applications describing their intended use of funds and any losses they claim from inadequate barriers. The bill makes $60 million available immediately from existing unobligated Customs and Border Protection funds, with an additional $110 million authorized for each fiscal year from 2025 through 2027, allowing up to $20 million per year from the transferred funds to be spent during that period. The program requires FEMA to decide on grant applications within 90 days and report annually to Congress on how recipients spend the money, with the entire program ending after fiscal year 2027.
