The legislation removes an earlier funding mechanism called the MR&I System and clarifies that the Crow Tribe will own and operate any infrastructure built with these settlement funds, with no federal obligation to pay for their operation, maintenance, or replacement. The bill also extends the deadline for completing improvements to Yellowtail Dam in Montana from 15 to 20 years and allows for cost adjustments to MR&I project funding based on construction cost inflation since 2008.
