The Medical Records Access Fairness Act of 2024 amends federal health privacy law to require healthcare providers to give patients free copies of their medical records in most cases. Currently, healthcare providers can charge fees for providing these records, but this bill restricts those fees to only two situations: when a patient requests a duplicate copy they already received earlier in the same year, or when they specifically request a paper copy of information that is already available free online. The bill also allows patients to ask their healthcare provider to send their records directly to another provider or to a caregiver at no cost. The Secretary of Health and Human Services must issue regulations within six months to implement these new rules, which will take effect 180 days after the law is enacted. This legislation would make it easier and more affordable for patients to access and share their own health information.
