This bill directs the Environmental Protection Agency to create a voluntary labeling program for clothing that displays the total greenhouse gas emissions produced throughout a garment's entire life cycle, from raw material growing and manufacturing through consumer use and disposal. Companies that manufacture or sell apparel can voluntarily participate by submitting applications and meeting EPA requirements, with labels displaying emissions data as a numerical summary along with quick response codes linking to detailed information. The EPA must finalize regulations within two years and establish an accompanying database and consumer education program within three years, while also certifying third-party entities to verify the emissions data using international carbon accounting standards. The program allows participating companies to make voluntary commitments to reduce emissions and share sustainability information, and the EPA will evaluate the program's effectiveness every five years starting seven years after enactment. Civil penalties of up to $10,000 per violation apply to anyone who fraudulently uses the label.
