This bill appropriates $5.177 billion through fiscal year 2027 to strengthen border security and combat fentanyl trafficking at U.S. land borders. The funding supports hiring additional Border Patrol agents and customs officers, providing retention bonuses and mental health services to border personnel, deploying advanced scanning technology to detect drugs at ports of entry, and establishing outbound inspection programs to intercept firearms and currency. The bill also funds federal law enforcement agencies including Immigration and Customs Enforcement, the Drug Enforcement Administration, and the Department of Justice to disrupt transnational drug trafficking networks. Additionally, the legislation creates new criminal penalties of up to five years in prison for knowingly destroying border barriers or structures, or constructing tunnels or other structures designed to evade border controls, when done with intent to smuggle drugs, contraband, or other illegal goods. Congress will receive reports by March 2028 detailing the effectiveness of new border positions and assessments of scanning technology needs at each port of entry.
