This bill requires the Federal Emergency Management Agency (FEMA) to create a comprehensive workforce planning document, known as a human capital operating plan, to help the agency better manage and improve its staff. FEMA's Administrator must submit this plan to relevant congressional committees within one year of the law's passage and update it every three years afterward. The plan must include detailed information such as current staffing levels, projected skill gaps, hiring and retention strategies, attrition data, efforts to prevent workplace discrimination, and information about FEMA's Surge Capacity Force, which is deployed during major disasters. The Government Accountability Office would also review each plan within 180 days of its submission to ensure it meets the law's requirements and offer recommendations for improvement. Notably, the bill does not authorize any new funding, meaning FEMA would need to carry out this planning process using its existing resources.
