This bill requires the Department of Homeland Security to hold public listening sessions across the country to gather input from various communities and organizations about how the federal government should develop and use artificial intelligence in civilian agencies. The sessions would include representatives from states, tribes, civil rights groups, immigrant communities, faith organizations, labor unions, academia, agricultural businesses, and environmental groups, among others. The Secretary of Homeland Security would also encourage these groups to conduct their own listening sessions and report back their findings. The legislation requires the department to submit a report to Congress within 240 days of the bill's enactment and annually thereafter summarizing what Americans think about federal AI development and adoption. The bill establishes no specific funding amount but mandates these engagement and reporting activities on an ongoing basis.
