The Secretary of the Interior must report to Congress every three years on the program's use and ecological outcomes, and must conduct a comprehensive review at least eight years after enactment, though this review cannot affect existing permit authorizations or renewals. The legislation explicitly protects ranchers from permit termination for using operational flexibilities under the program and does not change overall grazing preferences or requirements.
