The STOP the SWAMP Act would create new penalties for federal witnesses who refuse to answer questions during congressional investigations or commit perjury. Specifically, anyone who is summoned to testify before Congress and refuses to answer relevant questions would face criminal charges including fines between $100 and $1,000 and jail time up to one year, plus permanent debarment from federal employment. Additionally, anyone convicted of perjury or making false statements during congressional testimony would be permanently barred from working for the federal government. The bill also establishes a fast-track process allowing Congress to rescind the salary and expenses of federal employees who violate these requirements, with both the House and Senate needing to approve such actions through expedited votes. All debarments and salary rescissions would be subject to judicial review.
