This bill requires the Secretary of Defense to develop a comprehensive strategy for expanding membership in the Comprehensive Security Integration and Prosperity Agreement, a regional security framework established in September 2023. Within 180 days of the bill's enactment, the Defense Secretary must submit a report to Congress analyzing the benefits of the agreement in light of recent Houthi attacks in the Red Sea, identifying why regional allied countries have been reluctant to join, and proposing ways to modify the framework to encourage broader participation in security, commerce, science, and technology cooperation. Following that report, the Defense Secretary has another 180 days to submit a strategy outlining specific steps to engage Middle Eastern allies and increase their participation in the agreement. Within 60 days after completing the strategy, the Defense Secretary must present Congress with an implementation plan or briefing on how to execute that strategy. The reports and strategy must be submitted in unclassified form, though they may include classified annexes to protect sensitive information.
