This bill authorizes the Secretary of the Navy to sell or lease parcels of land at Defense Fuel Support Point San Pedro in Los Angeles, California, to either the City of Los Angeles or the City of Lomita. The properties being made available include approximately 24.2 acres of ballfields and a firing range that would be converted to public parks and recreational uses, or law enforcement purposes. Before a final sale, the cities can lease the land at no cost for up to three years while they arrange for formal conveyance. The cities must pay all costs associated with the transaction, including environmental review and administrative fees, and can satisfy the purchase price through cash payments or in-kind contributions such as facility improvements or services benefiting the military installation. The Navy retains the right to reclaim the land if it is not used as intended, and the conveyance does not affect existing environmental liability laws.
