This bill imposes sanctions on foreign persons and financial institutions that support the Palestinian Authority and Palestine Liberation Organization's system of payments to terrorists and their families. The legislation targets individuals and entities involved in administering or facilitating these payments, as well as foreign banks that process related transactions, blocking their assets in the U.S. and barring them from entering the country. The President must begin imposing sanctions within 90 days of the bill's enactment and must issue implementing regulations within 60 days. The sanctions remain in effect indefinitely unless the Secretary of State certifies that the PLO and Palestinian Authority have ended their compensation system, which has existed despite the 2018 Taylor Force Act calling for its termination.
