The SIMPLE Act would automatically enroll federal student loan borrowers who fall behind on payments into income-driven repayment plans designed to lower their monthly payments. Starting July 1, 2026, borrowers at least 31 days delinquent would receive notifications explaining their repayment options and the potential monthly payment amounts based on their income, obtained directly from tax return information shared with the Department of Education. If a borrower remains delinquent for 75 days without selecting a new plan, the department would automatically enroll them in whichever income-driven plan offers the lowest monthly payment. The bill also includes similar automatic enrollment procedures for borrowers working to rehabilitate defaulted loans. Additionally, the legislation allows borrowers to change between income-based repayment plans at any time and clarifies which loans are eligible for these protections, with the changes taking effect immediately upon enactment while the automatic enrollment features begin in 2026.
