The SUPER Demonstration Act directs the Department of Housing and Urban Development to create a new grant program awarding up to 10 competitive grants to local governments and public housing agencies for developing affordable housing in areas experiencing significant workforce growth from major federal investments like the Infrastructure Investment and Jobs Act and the CHIPS and Science Act. To qualify, local governments must commit to removing regulatory barriers to housing construction such as zoning restrictions and parking minimums, while public housing agencies must provide additional flexibility for affordable housing repairs and construction. The bill allows grantees to use funding for converting vacant office space to residential housing, financing affordable housing development through public-private partnerships, providing technical assistance to developers, and identifying sites in mixed-income neighborhoods. The legislation allocates three billion dollars in unobligated COVID-relief funds to support the program and requires the HUD Secretary to study the program's effectiveness within one year of enactment and annually thereafter, measuring impacts on housing development timelines and approval processes.
