The Bunker Buster Act of 2024 authorizes the President to help Israel prepare for potential Iranian nuclear threats by providing military support and infrastructure. Specifically, the bill allows the U.S. to help construct Israeli military facilities to accommodate bunker-busting weapons like the Massive Ordnance Penetrator (MOP), which are designed to destroy underground nuclear installations. The legislation also permits storing these weapons in Israel and transferring them to Israeli control if Iran violates international nuclear agreements and certain other strict conditions are met, including maintaining dual-control approval from the U.S. Secretary of Defense before any deployment. Within 180 days of enactment, the President must conduct a joint study with Israel on its military needs and submit a report to Congress. The bill does not authorize military force against Iran and expresses Congress's preference for diplomatic solutions to limit Iran's nuclear enrichment program.
