The REMOVE Act of 2024 establishes a coordinated federal effort to develop and demonstrate large-scale carbon removal technologies. The bill creates an Interagency Group on Large-Scale Carbon Management within the National Science and Technology Council, composed of senior officials from key agencies including the Department of Energy, Agriculture, Defense, EPA, and NOAA, to oversee a new Carbon Removal Initiative. This initiative will focus research and development on multiple carbon dioxide removal approaches including direct air capture, enhanced carbon mineralization, biomass-based removal, forest restoration, soil carbon management, and ocean-based methods through four specialized working groups addressing oceans, terrestrial systems, geology, and technology. The bill requires the Director of the Office of Management and Budget to conduct annual budget reviews ensuring that carbon removal research and development funding across all participating federal agencies is coordinated and integrated. The National Science and Technology Council must evaluate the structure and composition of the Interagency Group and working groups every three years and make adjustments as needed.
