The Active Shooter Alert Act of 2024 creates a national coordination system for alerting the public when active shooters are threatening communities. The bill designates a Department of Justice coordinator to work with federal agencies including FEMA, the Transportation Department, and the Federal Communications Commission to develop best practices for alert systems that notify residents, travelers, and motorists of active shooter situations. States and tribal governments would be encouraged to adopt these voluntary best practices for coordinating emergency responses and issuing timely alerts through multiple communication channels, including mass alert systems and highway message signs. The bill authorizes $2 million for fiscal year 2025 to implement the program and requires progress reports to Congress starting 18 months after enactment and every two years thereafter. Additionally, the Government Accountability Office must study how different states define active shooters and compare the speed and effectiveness of various alert methods, with findings due to Congress within 24 months.
