This bill establishes the Historic Greenwood District-Black Wall Street National Monument in Tulsa, Oklahoma as a unit of the National Park System to preserve and interpret the history of the historic Greenwood District, Black Wall Street, and the 1921 Tulsa Race Massacre. The Secretary of the Interior would oversee the monument's management, prepare a management plan within three years, and may acquire land through donation, purchase from willing sellers, or exchange while protecting the rights of private property owners within and adjacent to the monument. The bill creates an 11-member advisory commission composed primarily of descendants of people who lived in the Greenwood District in 1921, along with historic preservation experts and a representative recommended by the Mayor of Tulsa, to advise on the monument's development and management. Commission members would serve five-year terms without compensation but would receive travel reimbursement, and the commission would automatically terminate ten years after the monument's establishment. The legislation does not affect the ownership or administration of Standpipe Hill by Oklahoma State University and does not require changes to private property use, zoning, or appearance within the monument boundaries.
