The bill's sponsors argue this classification unfairly advantages China, which is now the world's second-largest economy. The funding prohibition would remain in effect until the President certifies that the international parties to these agreements have reclassified China as a developed country. This legislation would effectively prevent U.S. participation in and financial contributions to these climate and environmental agreements unless the other signatory nations agree to change China's status.
