The Securing America's Federal Equipment Supply Chains Act requires federal agencies to purchase information and communications technology products only from original equipment manufacturers or their authorized resellers, effective one year after the bill becomes law. This prohibition applies to computers, networking equipment, and similar hardware along with their embedded software and firmware that federal agencies procure or use. The bill allows agencies to request waivers from the Director of the Office of Management and Budget if purchasing from these sources is necessary for scientific research or to protect critical government functions, provided they submit written justification and security plans. The legislation also requires agencies to help non-eligible vendors become authorized resellers and directs the Office of Management and Budget to report annually to Congress for six years on the number and types of waivers granted and efforts to reduce future waivers. The bill requires no additional federal funding to implement.
