This bill requires the State Department and USAID to establish new rules ensuring that organizations receiving American foreign aid in Afghanistan report any payments made to the Taliban, state-owned enterprises, or Afghan government institutions, including taxes, fees, duties, and utilities. The agencies must create these reporting regulations within 180 days and must also amend all existing contracts and grants in Afghanistan to prohibit implementing partners from making such payments altogether. The bill responds to a 2024 government report finding that federal agencies lack visibility into how much U.S. taxpayer money indirectly reaches the Taliban through operational costs paid by aid organizations. Starting one year after the law takes effect and every six months thereafter, the State Department and USAID must report to Congress detailing any payments made to Taliban-affiliated entities, including the amounts and organizations involved. The legislation reflects congressional concern that U.S. foreign assistance dollars should not benefit the Taliban or provide financial support to the Afghan government that the Taliban now controls.
