To amend title 38, United States Code, to establish a presumption that certain veterans were exposed to radiation and other toxins at the Nevada Test and Training Range for purposes of the treatment of certain disabilities under the laws administered by the Secretary of Veterans Affairs, and for other purposes.
This bill would help Nevada veterans access VA benefits by establishing that those who served at the Nevada Test and Training Range from 1972 onward were exposed to radiation and toxic substances. Veterans who worked at the facility in any capacity—including development, construction, operation, or maintenance of military installations there—would be presumed to have been exposed, making it easier for them to receive VA treatment for related health conditions without having to prove exposure occurred. The legislation adds lipomas and tumor-related conditions to the list of disabilities the VA will presume are service-connected for these veterans. The bill was introduced in September 2024 and does not specify new funding amounts or implementation timelines, instead amending existing VA law to expand eligibility for veterans benefits.
