The Methane Monitoring Science Act of 2024 directs NASA to work with the National Academies of Sciences, Engineering, and Medicine to develop a comprehensive federal strategy for detecting and monitoring methane emissions using satellites, aircraft, and ground-based sensors. The strategy, due within 24 months, must examine current monitoring capabilities, identify gaps, recommend ways to improve coordination between federal agencies, and explore partnerships with state and local governments, businesses, and international organizations. The bill also requires the strategy to address how the federal government can more quickly adopt advanced measurement technologies for environmental compliance and evaluate the effectiveness of existing greenhouse gas monitoring efforts. NASA receives $1.8 million in authorized funding to support this work, and the National Academies must engage with stakeholders and Congress during the strategy's development to ensure diverse input.
