This bill amends federal drug control law to require manufacturers and sellers of tableting machines and encapsulating machines (equipment used to make pills) to permanently mark these devices with serial numbers. The law applies to companies and individuals who manufacture, distribute, sell, import, or export such machines. The Attorney General has 180 days after the bill becomes law to write detailed regulations explaining how to implement the serial number requirement, and the rule would take effect once those regulations are finalized. The bill also makes it illegal to remove, alter, or erase these serial numbers, or to knowingly buy, transport, or possess machines with tampered or missing serial numbers. The legislation targets drug manufacturers who use pill presses to illegally produce counterfeit or dangerous drugs like fentanyl-laced pills.
