This bill requires the Environmental Protection Agency to measure and publicly report on carbon dioxide and methane emissions released outside the United States that result from American fossil fuel exports. The EPA must collect this data for the previous ten years and publish updated reports within 180 days of the law's enactment and annually thereafter, tracking emissions from the extraction, processing, transportation, and combustion of coal, oil, and natural gas that the U.S. produces and exports. The agency must use the best available scientific information and international greenhouse gas accounting standards, while consulting with the Energy Information Administration and International Energy Agency to ensure accuracy. The goal is to provide transparency by comparing domestic emissions from fossil fuel use with the emissions created when American fossil fuels are burned abroad, making this information available to the public through the EPA website. This bill does not authorize new funding but establishes a reporting requirement for federal agencies.
