The BRIDGE Digital Assets Act establishes a Joint Advisory Committee on Digital Assets to be run jointly by the Commodity Futures Trading Commission and the Securities and Exchange Commission. The committee will consist of at least 20 non-federal members representing digital asset issuers, financial firms, academic researchers, and users, along with two federal officers, and will advise the agencies on rules and policies affecting digital assets while working to harmonize regulations between the two agencies. The committee will examine how to measure digital asset characteristics like decentralization and security, and explore how blockchain and related technologies could improve financial market infrastructure and protect consumers. Both agencies must adopt a joint charter within 90 days, appoint committee members within 120 days, and hold the first meeting within 180 days of the bill's enactment, with the two commissions jointly funding the committee's operations. When the committee makes recommendations, each agency must publicly respond within three months explaining whether it will act on them and why.
