The VOICE Act of 2024 establishes a grant program through the Department of Veterans Affairs to improve digital literacy and cybersecurity awareness among veterans and their families. The bill responds to documented threats including foreign influence campaigns targeting veterans, online scams that cost veterans over $267 million in 2021, and evidence that veterans are twice as likely as the general public to fall victim to fraud. Eligible organizations—including nonprofit groups, community organizations, and congressionally chartered veterans service organizations—can apply for grants to develop training programs teaching cybersecurity best practices, media literacy, critical thinking skills, and how to identify foreign disinformation campaigns. The legislation authorizes $20 million in funding for each of fiscal years 2025 and 2027, and requires grant recipients to report on program effectiveness within one year, with the VA submitting a summary report to Congress within 90 days after receiving all reports.
