The Digital Citizenship and Media Literacy Act establishes a federal grant program to help schools, libraries, and nonprofits teach students how to critically evaluate digital information and safely use technology. The bill addresses concerns that foreign adversaries use disinformation campaigns to influence Americans and that excessive social media use harms young people's mental health, and it draws on successful media literacy programs in countries like Estonia and Finland that have countered Russian disinformation. Grants would go to state education agencies to develop curricula and teacher training, local school districts to implement media literacy programs, public libraries, and nonprofit organizations working with K-12 students. The legislation authorizes $20 million in funding for each of the fiscal years 2025, 2027, 2029, and 2031, with grantees required to report back on their activities and effectiveness within one year. The bill emphasizes making media literacy education inclusive for all students, including English language learners and students with disabilities, starting in kindergarten and continuing through postsecondary education.
