The Stop Illegal Campaign Coordination Act would strengthen federal election laws by expanding what counts as illegal coordination between political campaigns and outside spending groups. Currently, the law treats spending as coordinated only if there is direct communication and agreement between campaigns and outside groups. This bill would change that standard to treat spending as coordinated if it is "materially consistent" with instructions, guidance, or suggestions from a candidate or political party, even if those directions are not explicitly communicated to the outside group. The bill provides specific factors the Federal Election Commission should consider when determining coordination, including whether spending targets specific voter demographics suggested by the campaign, uses communication methods the campaign recommended, or incorporates messaging or imagery the campaign provided. The legislation would take effect upon enactment and would apply to all expenditures made after the bill becomes law.
