This bill directs the General Services Administration to sell government-owned property in Missouri that is connected to the United States Penitentiary in Leavenworth, Kansas, and currently managed by the Federal Bureau of Prisons. The sale must occur within two years of the bill becoming law, at fair market value based on the property's most valuable potential use, and a survey will be conducted beforehand to establish the exact boundaries and details of the land and buildings involved. Before the sale can happen, any outstanding maintenance obligations tied to a 1967 agreement with a local drainage district must be resolved, with those costs and other sale-preparation expenses covered by the proceeds of the sale. The remaining net proceeds will go into a federal buildings fund but cannot be spent until Congress specifically approves it in a future appropriation. The bill also bars foreign individuals or entities, including those with foreign beneficial ownership, from purchasing the property, aligning with restrictions found in existing federal law on foreign ownership of leased federal property.
