The MANAGER Act requires federal agencies to conduct annual surveys of their managers to assess workplace conditions and management challenges. The surveys must include ten specific questions covering topics such as manager confidence in agency leadership's support for employee discipline, adequacy of training, time to work with new employees during probationary periods, and the impact of difficulty disciplining poor performers on employee morale. Each survey question must also allow managers to provide written narrative responses in addition to quantitative answers. The Office of Personnel Management has 180 days from the bill's enactment to update its regulations to implement these survey requirements. The legislation applies to federal managers at the GS-13 level and above who serve as supervisors or management officials across all executive agencies.
