This bill would require federal agencies to charge labor unions quarterly fees for the use of government resources and employee time devoted to union activities. The fees would be calculated based on the hourly pay rate of union representatives while they perform union work on agency time, plus the cost of any agency resources such as office space or equipment provided to unions. Labor organizations would receive notice of charges within 30 days of each quarter and have 60 days to pay. If a union fails to pay, the bill imposes escalating penalties including interest charges, denial of union time and resources after 90 days of non-payment, termination of payroll deductions for union dues after 180 days, and decertification of the union as the exclusive bargaining representative after one year of non-payment. The bill also requires union representatives to track and record all time spent on union activities in federal time-tracking systems, with failure to do so subject to disciplinary action. Agency Inspectors General would be required to audit compliance every two years.
