This bill, called the SEAT Act of 2024, prohibits third-party restaurant reservation websites and apps from listing or selling reservations at restaurants unless they have a written agreement with that restaurant. The legislation targets services like OpenTable or Resy that book reservations on behalf of restaurants without permission. The bill gives the Federal Trade Commission authority to enforce these restrictions and treat violations as unfair or deceptive business practices, with penalties applied under existing FTC rules. The law also voids any contract clauses that would require restaurants to indemnify reservation services for damages caused by the service itself. The restrictions take effect 180 days after the bill is enacted.
