This bill strengthens defense cooperation between the United States and Jordan for the next three years by streamlining the process for selling military equipment and defense services to Jordan and treating it more favorably under arms export laws. The legislation directs the Secretary of Defense to work with Jordan to develop capabilities to counter rockets, missiles, and unmanned aerial systems, particularly those threatening from Iran and its proxies, while establishing a cost-sharing agreement between the two countries. The bill also requires the Defense Department to develop a plan by March 2025 to increase Jordan's participation in a regional integrated air and missile defense system, with cost estimates provided to Congress. These defense cooperation measures are set to expire on December 31, 2028, and the bill authorizes the State Department to negotiate a new memorandum of understanding with Jordan after the current one expires in fiscal year 2029 to continue economic support and military cooperation. The legislation builds on the existing $1.45 billion in annual U.S. bilateral assistance to Jordan that runs through fiscal year 2029.
