The Water Advanced Technologies for Efficient Resource Use Act of 2024 creates a federal program to promote water-efficient products and technologies. The bill requires federal agencies to purchase water-efficient products certified under the EPA's WaterSense program whenever possible and establishes a grant program providing up to $450 million across fiscal years 2024-2028 to states, local governments, water utilities, and nonprofits to offer rebates and incentives for consumers to purchase these efficient products, with priority given to low- and middle-income households. The legislation also modifies tax law to exclude water-efficiency rebates from household income and expands existing tax breaks for water conservation measures and storm water management improvements provided by utilities and local governments. Agencies must issue implementing regulations within 180 days of the bill's enactment, and the EPA is required to publish an online list of WaterSense-labeled products to help consumers make water-efficient purchases.
