This bill authorizes the Secretary of the Army to provide temporary emergency assistance to states experiencing electricity outages or generation shortages. When a state requests help, the Secretary has up to 10 days to respond with technical assistance, temporary power generation equipment, or other necessary support to stabilize the electric grid. The assistance continues until the Secretary, working with the affected state, determines the grid has been stabilized. While assistance is being provided, the Secretary must submit monthly reports to relevant congressional committees detailing electricity generation levels, stabilization progress, additional resources needed, and timelines for completing the work. The bill authorizes $1 billion in appropriations to fund this emergency grid stabilization program and applies to all U.S. states, territories, and freely associated states.
