The Transnational Repression Reporting Act of 2024 requires the Attorney General to submit annual reports to Congress documenting cases where foreign governments target U.S. citizens or residents with harassment, intimidation, assassination attempts, or other repressive activities to silence criticism or prevent free speech. The bill specifically directs initial reporting on cases from India, Saudi Arabia, Iran, and China, citing examples such as the alleged Indian government involvement in the 2023 assassination attempt against Sikh activist Gurpatwant Singh Pannun and China's surveillance of pro-democracy activists. Each report must describe the nature of the repression, assess foreign government involvement, detail U.S. government responses including diplomatic measures and law enforcement actions, and identify trends and patterns. The unclassified reports will be publicly available, with sensitive information provided to congressional committees in classified annexes, and the bill authorizes whatever funding is necessary to implement these requirements through December 2030.
