This bill reauthorizes and expands two U.S.-Israel energy cooperation programs that promote joint research and development in clean energy technologies. It increases funding for the BIRD Energy Foundation from $2 million to $5 million annually and funding for the U.S.-Israel Energy Center from $4 million to $7 million annually, with both programs authorized through fiscal year 2030. The bill also adds eight new energy cooperation areas, including hydrogen, fusion, industrial decarbonization, carbon management, and cybersecurity for energy infrastructure. Additionally, it extends the overall authorization for U.S.-Israel Energy Cooperation from 2024 to 2034. The legislation aims to help both countries address energy challenges, advance clean energy technologies, and create jobs through bilateral research partnerships.
